Job Position Overview:

Cadets are assigned to a unit in our Primary Response Unit and are stationed at the Front Desk. Cadets provide font-line support to the public, learn police duties, and assist officers in the execution of those duties. They eventually became able to create calls for service and author general occurrences reports of reported incidents which do not require a police officer to immediately attend.

After successful completion of the Cadet program and successful completion of all components of the Basic Constable Training, including graduating from the Ontario Police College (OPC), Cadets are sworn in as Fourth Class Constables with the Thunder Bay Police Service.

Core Competencies:

The Cadet is responsible for the orderly operation of general duties within their assigned Unit, as well as the efficient transfer of information and communications received by the Thunder Bay Police Service. General core competencies required for the Cadets to be successful in this position are:

Summary of Essential Job Functions:

The Cadet is responsible and accountable to the Administrative Staff Sergeant – Primary Response for the efficient and timely performance of the assigned duties and responsibilities. Specific responsibilities shall include but not be limited to:

  • Takes reports from the public from walk-in traffic or over the telephone and enters the reports on the Records Management System or creates Calls for Service on the C.A.D.
  • Responds to routine internal and external inquiries and provides accurate information.
  • Responds to messages on Zone Watch from members of the public reporting nonemergency incidents.
  • Checks the Resource Centre ghost number each shift for any tasks assigned and conducts follow-ups.
  • Maintains the UTA books, ensures CPIC checks are conducted and institute charges when appropriate.
  • Verifies that requirements are met or appropriate documents are produced by the public regarding Traffic Caution Tickets and Towed Vehicle releases.
  • Assists Court officers with escorting prisoners from cell block to and from WASH Court and assists jailer with fingerprinting and the release from custody of non-violent prisoners.
  • Performs clerical support duties (e.g. maintains and mails files/reports, photocopies, prints computer reports, restocks/orders forms, etc.).
  • All other duties as assigned within the core competencies
Additional Responsibilities:
  • Keeps current on the interpretation and application of relevant articles in the collective agreements, human rights legislation, and external regulations and legislation.
  • Participates in cross-training within the unit.
  • Lastly, perform all other duties as assigned within the core competencies.
Qualifications Required:
  • Must meet the minimum qualifications to become a Police Constable, such as but not limited to, Canadian citizenship or resident, physically and mentally qualified to become a recruit, no criminal conviction for which a pardon has not been granted and good moral character and habits.
  • Must possess a post-secondary education from an accredited, English language institution.
  • Must possess a valid class G Ontario driver’s license with full driving privileges.
  • Must possess a valid First Aid and CPR (Basic Rescuer Level) certificate.
  • Demonstrated ability to communication in a clear and concise manner, including effective listening skills and the ability to comprehend, retain, record, and relay information clearly, accurately, and efficiently, with a high degree of emotional intelligence.
Working Conditions
  • Required to work a 24/7 shift schedule consisting of a schedule of 2 days on, 2 nights on, 4 days off, to meet operational requirements of the unit.
  • Work is performed in a standard office environment with minimal adverse working conditions.
  • Located in a comfortable indoor area. Conditions could produce mild discomfort such as moderate noise.
  • Regular need to give close attention, either hearing or seeing, to what is happening.

Note: Applicants must have their Ontario Association of Chiefs of Police (OACP) certificate obtained through the Ontario Association of Chiefs of Police. You can find out more information and obtain an OACP certificate on the OACP website. The Thunder Bay Police Service is now reimbursing the cost of the OACP Certificate ($250 + tax). Reimbursement will occur upon successful completion of the recruitment process including successful completion of Ontario Police College. A copy of the certificate and payment receipt is required at that time.

Recruitment Process

Phase 1 – OACP Certificate

Phase 2 – Local Focus and Competency Interview

Phase 3 – Psychological and Fitness Testing (PIN Test with a minimum score of Level 7 in the Leger 20m Shuttle Run)

Phase 4 – Background Investigation

Phase 5 – Final review of applicant file

Once applicants have successfully completed Phase 4 (Background Investigation), they will be placed into a pool and ranked for future hire. After 2 years in the pool, candidates will be required to reapply and repeat the entire recruitment process.
