The Human Resources Specialist is responsible for the orderly operation of general duties within their assigned Unit, as well as the efficient transfer of information and communications received by the Thunder Bay Police Service.

Summary of Essential Job Functions:
The Human Resources Specialist is responsible and accountable to the Director of Human Resources for the efficient and timely performance of the assigned duties and responsibilities. Specific responsibilities shall include but not be limited to:
- Works with Director of Human Resources to ensure support and implementation of Human Resources programs, processes and initiatives.
- Maintains an understanding of employment related legislation and the ability to interpret the collective agreements.
- Consistently and equitably applies Human Resources policies and procedures across the Service.
- Contributes to the development and review of Human Resources related policies and procedures.
- Manages all phases of the recruitment process by posting vacancies, receiving applications, scheduling and facilitating pre-employment testing, conducting interviews and extending offers for all positions within the Service.
- Works with Inspectors to define job requirements and draft accurate job descriptions.
- Also, attends recruitment events and community building initiatives.
- With accuracy, prepares and processes personnel change notification forms (TB483) regarding incremental increases, classifications, schedule changes, hires and terminations with the pay periods and calculates retirement and/or termination payouts.
- Supports the disability management process by working with the Return to Work & Reintegration Specialist and City HR staff to ensure proper and timely payment of claims and monitor claims for approvals.
- Further, maintains up-to-date personnel files, ensuring new information is added in a timely manner.
- Calculates, maintains and communicates member’s leave bank entitlements to the Executive Assistant to the Branch Commander.
- Serves as the first point of contact for walk-in and email inquires related to Human Resources matters.
- Lastly, all other duties as assigned within the core competencies.
Required Qualifications:
- A degree or diploma in Human Resources, Business Administration or related field; or an equivalent combination of education, training and experience.
- Minimum of 3 – 5 years of work-related experience in Human Resources in a generalist capacity.
- Certified Human Resources Professional or Leader (CHRP or CHRL) designation is considered an asset.
- Knowledge of relevant legislation and employment program and the ability to interpret and apply applicable human resources policies, procedures, legislation and collective agreements.
- Demonstrated ability to conduct workplace investigations and resolve employee relation issues.
- Demonstrated ability to handle multiple priorities and meet strict deadlines.
- Strong organizational skills as well as attention to detail.
- Excellent verbal and written communication skills with the ability to develop and maintain relationships of trust with individuals at all levels of the organization.
- Additionally, strong focus on providing exceptional customer service to all stakeholders.
- Ability to manage sensitive and confidential information with tact and discretion.
- Demonstrated knowledge and experience in Microsoft Office related software to an accomplished level, including Microsoft Word, Excel, and PowerPoint is essential.
- Ability to manage workload with a great deal of autonomy while still collaborating, sharing expertise and drawing on the expertise of colleagues.
Working Conditions:
- Required to work dayshift on Monday to Friday schedule, 40 hours per week.
- Work is performed in a standard office environment with minimal adverse working conditions.
- Regular need to give close attention, either hearing or seeing, to what is happening.
